		<description>I like the benefits associated with the fixed rate ISA&#039;s, especially now when rates are at such historic lows. 

Like many people, we got caught up in the whole Icesave business, which is a shame as the rates were so high- yet also was the key issue of their failure. 

So we are moving our ISAs a little closer to home.  Do you have any advice on particualr jurisidictions that have other ISA/tax advantages?  What about sual nationals of the US and UK? Any advice for them on managing ISAs and 401(k)s?</description>
